Interlocal Agreements a/k/a Intergovernmental Agreements a/k/a ILAs
Intergovernmental Contracts are governed by Chapter 791 of the Texas Government Code.
ILAs can provide for services in the following areas:

- Police protection and detention services;
- Fire protection;
- Streets, roads, and drainage;
- Public health and welfare;
- Parks and recreation;
- Library and museum services;
- Records center services;
- Waste disposal;
- Planning;
- Engineering;
- Administrative functions;
- Public funds investment;
- Comprehensive health care and hospital services; or
- Other governmental functions in which the contracting parties are mutually interested.
Example Agreements:
- Draft Agreement made among Comal County, the Comal County Sheriff, and a Water District for provision of police services.
- Draft ILA between the City of Round Rock and Williamson County related to EMS personnel housing.
- The University of Texas has form ILAs on its website for receiving and performing services. Be careful to make appropriate changes for municipal use, because UT is not a municipality.
- Draft ILA between the Amarillo Local Government Corporation and Potter County related to parking services.
- Draft ILA between the City of Forney and Kaufman County related to road maintenance.
- Draft ILA between several local government entities related to law enforcement.
- Draft ILA related to rabies control.
